Dear Walt:

As Chairman of the Kansas State Board of Education, I am issuing this official notification of reprimand for your behavior on November 11, 2009, when you appeared on KAKE News as a representative of the Kansas State Board of Education.  On many occasions at regular board meetings, as noted in the audio files of the meetings and the written minutes, you were reminded that you cannot speak on behalf of the Kansas State Board of Education.  Also, during many conversations you and I have had, I have advised you to not speak on behalf of the Board regarding your personal opinions.

During the news clip you made statements not supported or endorsed by the Kansas State Board of Education.  The statements you made were your opinions; however, the caption below your name referred to you as Kansas Board of Education.  Additionally, the link to the clip on the KAKE News website titles the clip State BOE Member Says Schools Have Extra Funds.  Some of the statements made during this interview were not supported by the evidence and are contrary to the information presented to the entire Board at several prior meetings.  While you previously voiced your opinions on these topics, including the topics of unencumbered cash balances, the financial condition of school districts in Kansas, and the financial benefits of school consolidation, a majority of the Board was unwilling to support your opinions.  Therefore, your public statements send the erroneous message that you speak for the entire Board.

This reprimand is effective upon your receipt of this letter.  It is intended to emphasize to you the seriousness of your misconduct and to encourage you to take corrective action in your behavior as a Kansas State Board of Education member.  During these difficult financial times, it is absolutely critical that the State Board work collaboratively as a team to assist districts and schools.
