PaulSoutarPaul Soutar, Investigative Reporter, Kansas Policy Institute, Wichita.

During his 25-year journalism career Soutar worked for the Detroit Free Press, Detroit News and Knight-Ridder Newspapers in Washington, D.C. From 1990 to 2008 he worked for the Wichita Eagle as a photo and graphics editor, produced special sections and wrote stories on various subjects. He has received numerous international, national and regional journalism and design awards.  Before his journalism career Soutar served in the U.S. Navy photographing and writing about events in the Western Pacific and Indian oceans.


Earl-GlynnEarl Glynn, Director, Kansas Watchdog and Researcher with Franklin Center for Government & Public Integrity, Overland Park.

Prior to joining the Franklin Center in 2009, Glynn blogged for five years as the Kansas Meadowlark mostly about topics involving Kansas government accountability, transparency, political money, governmental ethics, and non-profits.

Glynn worked on a variety of research and development projects over the last three decades, including assessment of EPA hazardous waste sites, economic feasibility of wind energy in agriculture, classified research for the federal government, pharmaceutical research, software in medical devices, and bioinformatics in life science research.

A fifth-generation Kansan, Glynn is a Wamego native with a BS degree in nuclear engineering and a MS degree in computer science from K-State.  Glynn worked as a physical scientist for the federal government in Washington, DC for four years, and worked as a contractor for several federal agencies for about seven years.
